PRESENT WERE: Tom Machnik, Gary Gregory, Bob DePianta,  and Bill McNeil.

MINUTES OF MEETING DATED FEBRUARY 27, 2018

Gary Gregory made a motion to approve the Regular Meeting Minutes as submitted.   Bob DePianta seconded the motion.  The motion passed unanimously.

NEW BUSINESS

18-03 – ROBERT CASNER – CLARK GATES, LLC – 2 BAILEY ROAD – REPAIR EXISTING SEPTIC SYSTEM FOR TWO FAMILY RESIDENCE

Keith Rosenfeld stated he would like to have this application reviewed as an Administrative Permit.  He stated there are some wetlands and a small creek that runs by the property.   He noted there will be material brought into the site and the proper erosion controls will be in place and he did not feel there would be any negative impacts.   

Gary Gregory asked if this application was approved as an Administrative Permit would someone from the town be monitoring the project.   Rosenfeld explained he would be notified prior to any work being done and would visit the site to ensure all the erosion controls are in place.   He also noted he would visit it upon completion.  He further stated the project would take place during the growing

season.  It was also noted the improvements are as far away from the wetlands as possible and they have all received an approval from Ledge Light Health District.   

Gary Gregory made a motion to approve the application as an Administrative Permit.  Bob DePianta seconded the motion.   The motion passed unanimously.

Commission Member Christian Tompkins joined the meeting.

18-04 – GRAYBILL PROPERTIES – 16 NECK ROAD – (LOT 1) – CONSTRUCT 26 DWELLING UNITS WITHIN 8 BUILDINGS.  APPLICANT: HOPE HOUSING, LLC

Joe Wren, PE was present on behalf of the applicant Neck Road Hope Housing, LLC.  Wren stated this development will be one hundred percent affordable workforce housing.  He stated the site is located right off of Interstate 95 northbound.  He noted the development will consist of the first two lots on the eastern side of the ridge line.  He said the proposal will consist of 37 units.  He there are no wetlands on Lot 2.   Wren reviewed the site plan with commission.  He also noted the application included a letter from Richard Snarski, Soil Scientist who evaluated this wetland in 2014.  Wren reviewed the letter with the commission which stated he found a 3 foot wide intermittent watercourse which flows in the southerly direction.  He noted it was a poorly drained soil.
He further noted the main hydrologic function of the wetland is groundwater discharge and surface water transport.  He further stated the wildlife habitat value is low.  

Wren stated the site slopes up from Route 156 to the ridge.   He stated there is an existing driveway that goes up to the existing house so they kept that alignment and essentially widening and reconstructing the driveway and replacing the culvert.   He said the work within the 100 ft. review area is limited to the road and clearing.   He also pointed out the storm water quality and management basin on the plan which will discharge over level ground toward the wetland.  He also pointed out the pump house building will be designed by Point One Architects as well as the dwelling units.

Wren stated by state statute every community is supposed to have a minimum of 10 percent affordable housing and Old Lyme only has 1 to 2 percent.  He noted this housing will increase the opportunities for the workforce.  He noted it is consistent with the Towns Plan of Conservation and Development.   

The commission agreed to set a site walk for Tuesday, April 10th at 5:30 p.m.
Bob DePianta asked that the detention pond be staked for the site walk.  Wren agreed to mark the location.

The commission discussed the correspondence received from George James, Old Lyme Conservation Commission.
